The Regulations prescribe that the provision in the Social Security (Contributions) Regulations 2001 (SI 2001/1004), which provides for the return of national insurance contributions paid in excess of the annual maximum, should take account of the upper accrual point. The upper accrual point is a new benefit-related threshold which is used to calculate entitlement to state second pension and operates as a limit on the amount of earnings on which contracted-out rebates are payable. |
