
Six police officers have been suspended in the face of allegations that they subjected suspects to waterboarding; a torture technique that simulates the experience of drowning. (The technique last hit the headlines in 2007 when it was reportedly used by the CIA on Al-Quaeda suspects with the authority of the United States Department of Justice.) The allegations highlight the importance of having effective public interest disclosure policies and procedures in place. Such conduct is more likely to come to light if employees are confident that disclosures, allegations, tip offs etc will not be brushed under the carpet but dealt with effectively, investigated thoroughly and the employees themselves will not be punished for raising their head above the parapet.
