HR wins strategic role at last - but reporting to finance?

Is evidence emerging that HR directors are taking on a more strategic role? Research reported in Personnel Today  by Dr Anthony Hesketh of Lancaster University Management School found that 87% of HR directors now have a place on companies' executive management committees, while 40% have a seat on the board. According to Hesketh, the HR function now forms part of a "golden triangle" for top-level conversations, alongside finance directors and chief executives.

The authors of a new book, Transformative HR, agree. In an interview  with Matt Charney on the Human Capital League blog one of the authors, Ravin Jesuthasan (his co-author is John W. Boudreau) says:

"As we looked at the various organisations that were driving evidence-based change, the talent and HR implications of their business issues were not the fifth or sixth priority for managers, they were the first or second.
"The HR leaders were right there with their CEOs and business leaders, not necessarily formulating strategy, but clearly defining and articulating what would be required of the organisation's talent to execute the strategy."

Another view on the increasing strategic importance of HR issues raises the issue: "Does HR Belong in Finance?" Derek Irvine asks the question on the Human Capital League blog:

"Should HR stand alone as a strategic function in the organization and, as such, report directly to the CEO as part of the executive team? Or should HR be part of the Finance department (or another department)?"
