Voluntary sector pay rises at 5%

CELRE's 2008 Voluntary Sector Salary Survey shows an average basic pay increase of 5% for staff in the charity sector.

The report, published today in association with the National Council for Voluntary Organisations, is based on data from 162 charities and 26,003 individual employees - the largest sample in the survey's 20-year history.

The findings reveal that although salaries in the voluntary sector rose faster this year than last year - up from 3.5% to 5% - the increase in both years was in line with the prevailing rate of inflation measured by the Retail Prices Index.

It also shows that basic salaries for charity chief executives rose at just 4.3% - considerably less than for almost all other groups of charity employees.

Looking ahead, charities clearly expect current economic problems to have some effect on 2009 pay rises. Although participants reported an average increase of 3.4% at their last pay review, they expect next year's review to be closer to 3%.

But despite the economic problems, a significant proportion of participating organisations predict an increase in the numbers of both full and part-time staff in the coming 12 months, with the majority predicting stability in staffing numbers.

In addition to detailed salary tables, the report includes commentary covering year-on-year trends in pay and labour turnover, details of basic pay, location payments, bonuses, pensions and other employee benefits.

The report includes salary tables showing breakdowns based on:

  • 6 size bands (by number of employees);
  • 7 income bands;
  • 10 responsibility levels
  • 13 locations within the UK and Ireland
  • 14 charity sectors;
  • 14 functional groups and 74 subfunctions.

In a foreword to this year's survey report, Jenny Clark, research officer for the NCVO, said the findings "should bring some comfort to the sector at a time of economic uncertainty".

She added: "The Annual Voluntary Sector Salary Survey, which has grown and developed with the sector itself over the past twenty years, is a well-respected source of information to the sector to aid in setting these levels."
