Consultation on changes to intermediaries legislation (IR35) for the public sector

The Government consults on its proposals to strengthen existing intermediaries legislation in the public sector. Proposals include transferring to the public sector, agency or third party paying the worker's company, responsibility for determining whether or not the rules on intermediaries apply to the worker, and moving liability to pay tax and national insurance contributions to the employment agency or public sector engager of the intermediary. The private sector rules will remain unchanged.
