European Commission consultation on the review of the Working Time Directive

The European Commission consults on the review of the Working Time Directive (2003/88/EC). The European Commission seeks views on a range of possible options including the issues of the impact of the Working Time Directive, concurrent contracts, standby time, compensatory rest and on-call time, the reference period, the definition of autonomous workers, removing the derogation that excludes the emergency services and healthcare services from certain provisions of the Working Time Directive, the working time opt-out and whether or not to include new measures to improve work-life balance. A previous attempt to review the legislation did not reach agreement in April 2009, when the 48-hour opt-out and rules about on-call time were revisited.
