The Regulations prescribe the requirements for a valid declaration made under ss.165(3A)(b) or 167(2A)(b)(3) of the Finance Act 2004. The Regulations make amendments to other Regulations relating to work experience and training schemes where an individual is in receipt of jobseeker's allowance. Changes include extending work experience placements for up to a further four weeks where a host business offers the young person an apprenticeship, and enabling individuals aged 16 and 17 claiming jobseeker's allowance to access the work experience programme. The draft National Minimum Wage (Amendment) Regulations 2011 prescribe that workers participating in a Government scheme in Wales known as "Traineeships" or "Steps to employment" do not qualify for the national minimum wage in respect of work done for an employer as part of the scheme. The Regulations amend the Ionising Radiation (Medical Exposure) Regulations 2000 (SI 2000/1059), which set out measures for protecting individuals against ionising radiation in relation to medical exposure, including during occupational health surveillance. The Regulations prescribe that individual health assessments of asymptomatic individuals come within reg.3 of the Ionising Radiation (Medical Exposure) Regulations 2000. The Regulations create a new exception under the Rehabilitation of
Offenders Act 1974 (Exceptions) Order 1975 (SI 1975/1023). They permit spent convictions and cautions to be taken into account when the Financial Services Authority is exercising certain functions under the Payment Services Regulations 2009 (SI 2009/209), and when considering the suitability of a person for appointment as head of legal practice or head of finance and administration of an "alternative business structure". The Order makes amendments to the Income Tax (Earnings and Pensions) Act 2003 to allow relevant debts owed by an individual to HM Revenue and Customs to be collected through the PAYE system. The Order can be viewed on the UK legislation website.
The threshold for recovering relevant debts through the PAYE system, owed by individuals to HM Revenue and Customs, is increased from £2,000 to £3,000. The Regulations revoke the School Governance (Contracts) (England)
Regulations 2005 (SI 2005/1508), which require the governing bodies of
maintained schools to have regard to the "Code of practice on workforce matters
in public sector service contracts" when entering into a contract that involves

The Bribery Act 2010 aims to promote anti-bribery practices among businesses, by modernising the law on bribery. The Act introduces a corporate offence of failure to prevent bribery by persons working on behalf of a business. The business has a defence if it has adequate procedures in place to prevent bribery. The penalty is an unlimited fine. For individuals, it will be a criminal offence to give, promise or offer a bribe and to request, agree to receive or accept a bribe. The Directive defines conditions of entry and residence for more than three months of people who are not EU citizens and apply to be admitted to the EU for the purpose of high-qualified employment.
