The Regulations increase the lump sum payable to an individual disabled by a disease listed under the Pneumoconiosis etc (Workers’ Compensation) (Northern Ireland) Order 1979 (SR 1979/925), or to persons who were dependants of the individual before he or she died, by 3.1%, rounded up or down to the nearest £1. The penalty regime for the late filing of pension scheme returns set out in sch.55 to the Finance Act 2009 comes into force on 1 April 2011. The penalty regime for the late filing of self-assessment income tax returns set out in sch.55 to the Finance Act 2009 and the penalty regime for failure to make timely payment of tax falling within the income tax self-assessment regime set out in sch.56 to the Finance Act 2009 come into force on 6 April 2011. The existing penalty regimes are repealed. The interest regime contained in ss.101 to 103 of the Finance Act 2009 comes into force on 31 October 2011 for the purpose of self-assessment amounts that are payable by a person to HM Revenue and Customs (HMRC) or payable or repayable by HMRC to a person. The Regulations prescribe that the inflation measure used to determine revaluation of the accrued pension deferment, indexation and annual increases to the maximum cap under the Financial Assistance Scheme is calculated on the basis of the consumer prices index, rather than the retail prices index. The Order prescribes that the levy ceiling on the pension protection levy is £892,092,092. The Pension Protection Fund imposes a pension protection levy on relevant pension schemes to fund the compensation that it will pay to members of a scheme if their employer becomes insolvent and the scheme is underfunded below a certain level. The Employment Act (Northern Ireland) 2011 (on the UK legislation website) amends the system for resolving disputes at work in Northern Ireland, where the statutory dispute resolution procedures still apply. The statutory discipline and dismissal procedures are retained, but the "overly complex" statutory grievance procedures are abolished. The Act also makes changes to the operation of industrial tribunals and the Fair Employment Tribunal and sets out the framework for the introduction of the right for employees to make a request to undertake study or training.

The order provides that, for the purpose of s.178(3)(a) of the Pensions Act 2004, the earnings percentage for the period 1 August 2009 to 31 July 2010 is 2.4%. The earnings percentage is used to raise the maximum amount of levy that the Pension Protection Fund can impose on eligible pension schemes. The order can be viewed on the UK legislation website.

The Order amends the Children and Families (Wales) Measure 2010 (Commencement No.2, Savings and Transitional Provisions) Order 2010 (SI 2010/2582), by amending secondary legislation pursuant to the repeal of part XA of, and sch.9A to, the Children Act 1989, including amending the definition of "child minding" and "day care" in the Children Act 1989. The Order commences s.56 of the Data Protection Act 1998, which prohibits an employer from requiring an individual or third party to provide information that the individual or third party has obtained in response to a subject access request under s.7 of the Data Protection Act 1998, if it relates to information held by the Scottish Ministers pursuant to parts 1 and 2 of the Protection of Vulnerable Groups (Scotland) Act 2007. Apprenticeship sectors are the skills, trades and occupations recognised under the Apprenticeships, Skills, Children and Learning Act 2009 to which apprenticeship frameworks relate. The Regulations prescribe that certain expenses paid to a member of the House of Commons or other elected representatives, and payment of the registration fee under the Protecting Vulnerable Groups Scheme in Scotland by an employer on an employee's behalf, are disregarded when establishing liability for national insurance contributions. The Protection of Vulnerable Groups (Scotland) Act 2007 introduces the Protecting Vulnerable Groups Scheme in Scotland. It is a membership scheme, managed by Disclosure Scotland, which replaces the disclosure arrangements for people who work with vulnerable groups and includes a list of individuals barred from working with vulnerable groups. The order makes changes to the Armed Forces Redundancy Scheme 2006 and the Armed Forces Redundancy Scheme 2010. Amendments include enabling compensation to be offered to certain officers when they take early retirement and taking into account paid additional paternity leave when calculating compensation.
