    In Collino and Chiappero v Telecom Italia SpA, the European Court of Justice ("ECJ") rules that the EC Business Transfers Directive (No. 77/187/EEC - "the Directive") in principle applies to the situation in which the public body operating the Italian telephone service was transferred for value, in the form of an administrative concession to run those services, to a wholly state-owned private company.
