The High Court has confirmed the right of enforcing authorities to put questions in writing as part of an HSW Act investigation. An earlier magistrates' court hearing (R (Wandsworth London Borough Council) v South Western Magistrates' Court, 1 May 2003, High Court) had interpreted the Act as meaning that inspectors' questions had to be put face to face.
