The facts

During the national building strike, Mr Broome (a trade union official) stood in front of a lorry at the entrance to a building site attempting to persuade the driver, a Mr Dickinson, not to deliver his load. Mr Dickinson asked Mr Broome to move and then a police inspector, Mr Hunt warned him that if he did not move out of the way and let Mr Dickinson through, he would be arrested.
