Wheeler v Leicester City Council (House of Lords, 25.7.85) EOR3C holds that the wide powers of a local council under s.71 of the Race Relations Act 1976 to pay regard to what it thinks is in the best interests of race relations did not extend to banning a rugby club from fusing a council recreation ground because the club failed to condemn a tour to South Africa and sufficiently to discourage three of its members from joining the tour.
