The facts

Mr Thompson sought an Order of Certiorari to quash an award made by the Authority reducing him by one rank on grounds that he had disobeyed a lawful order without sufficient cause. The charge was brought by the Chief Fire Officer, who decided, as he was entitled to do under the disciplinary regulations, to hear the charge himself with two other officers.
