While local authorities generally have responsibility for determining their own pay rates, the majority of local government employees are employed on the terms and conditions set out in the National Joint Council for Local Government Services - National Agreement on Pay and Conditions of Service (the Green Book).
The Green Book incorporates a pay spine, which is subject to national negotiation. Authorities can use the spine to construct their own pay scales.
