The Order allows a UK identity card issued under the
Identity Cards Act 2006 to be used as an alternative to a passport to prove identity for qualifying tests undertaken by driving instructors and initial
qualification tests and periodic training undertaken by professional lorry and
bus drivers to obtain or maintain their Certificate of Professional Competence.
The Regulations amend the Vehicle Drivers (Certificates of Professional Competence)
Regulations 2007 (SI 2007/605) in respect of arrangements for drivers of certain goods and passenger vehicles seeking to obtain a certificate of professional competence.
The Order provides that a person using facilities under the steps to work programme, and receiving or entitled to receive a training allowance in connection with the use of those facilities, shall not be treated as being in employment.
The Order imposes a levy on employers engaged wholly or mainly in the engineering construction industry for the purpose of raising money towards the Engineering Construction Industry Training Board's expenses.
