Discussion paper on certification of trade union membership details

The Government consults on proposals relating to the requirement that trade unions keep their records up to date. It seeks input on plans to require unions to demonstrate that they know who their members are and can communicate with them. These proposals include an obligation on unions to provide an annual Membership Audit Certificate to the Certification Officer, who will be able to require production of relevant documents, appoint inspectors to investigate and issue declarations and enforcement orders for non compliance with duties.
