Can an employer rotate which employees are furloughed under the Coronavirus Job Retention Scheme?

Yes. From 1 July 2020, an employer can agree a flexible furlough arrangement with employees that allows it to rotate which employees are furloughed. There is no restriction on the working pattern that can be agreed, as long as employees work fewer than their usual hours.

Prior to 1 July 2020, it was possible to rotate employees, as long as each employee was furloughed for at least three consecutive weeks at a time.
