In the absence of a relevant agreement to the contrary, the employer can require an employee to take their statutory annual leave on particular days, on giving the employee the appropriate advance notice.
In relation to any contractual leave entitlement over and above the statutory minimum, the employer should follow its own rules and procedures about how and when leave can and should be taken.
