Who is covered by the working hours provisions of the Working Time Regulations 1998?

The Working Time Regulations 1998 (SI 1998/1833) apply to most workers with some exemptions.

They do not apply to self-employed workers, or to merchant seamen, sea-fishermen, workers on ships or hovercraft operating on inland waterways or lakes; workers whose activities inevitably conflict with the provisions such as the armed forces and the police; civil aviation workers; or those mobile road transport workers whose hours are covered by other Directives and drivers' hours legislation. Senior executives and others with autonomous decision-making powers are also exempt from the restrictions on working hours.

Doctors in training are covered by the Regulations, their rights to a 48-hour working week having been phased in over a period ending on 1 August 2009.
