Pre-apprenticeship workers in Wales do not qualify for national minimum wage

The draft National Minimum Wage (Amendment) Regulations 2011 prescribe that workers participating in a Government scheme in Wales known as "Traineeships" or "Steps to employment" do not qualify for the national minimum wage in respect of work done for an employer as part of the scheme. This reflects the changes that have been made to the names of certain pre-apprenticeship programmes in Wales. The draft Regulations can be viewed on the UK legislation website.
